Frankfort City Commission Meeting Notes

East Main Property Contract – Fire
The Commission approved a contract with the Franklin County Fiscal Court for $225,000.00 for the purchase of real property located at 231 East Main Street.
In July 2017, the Board of Commissioners contracted with Brandstetter Carroll, Inc. (BCI) to complete an Assessment Report for City Hall and Fire Station No. 1 with specific intent to study and identify future facility needs for Frankfort Fire Station No. 1 and provide recommendations for either a renovation of the existing or a potential new facility.
On June 25, 2018, BCI presented their study findings to the Board of Commissioners regarding the fire station assessment ultimately recommending we consider relocating Fire Station No. 1 determined as the existing site would accommodate neither a renovation/addition of the existing facility nor a replacement facility to meet the current or future needs.
Site selection for the future relocation of Fire Station No. 1 was subject to intense scrutiny during the assessment process. The top two most ideal sites being 231 East Main Street (Site 1) and the corner of 2nd Street & Shelby Street St. (Site 2). Site 1 reaches further south and southeast, while maintaining an overlap with Stations 2, 3, and 4 in the four and eight-minute response area. Site 2 will have increased difficulty of acquisition, less desirable vehicle flow, and a potential of increased disruption to surrounding citizenry.
After taking the above information into consideration and direction received during the June 25, 2018 closed session regarding site acquisition, it is my recommendation that we finalize acquisition of 231 East Main Street. This site is ranked as the most ideal as it maintains a current four (4) minute response time to South Frankfort.

I must inform you of several recent changes affecting SFNA officers.
First, Mike Fitzpatrick, who was elected board Chairman at the regular meeting on July 28, 2018, has recently tendered his resignation. As a result, I have assumed the position of board President (the title “Chairman” was changed to “President” at a special meeting of SFNA on August 16). Also consequently, Mrs. Kim Vanderoort was elected by a majority of board members to the Vice-president slot.

Invasive plants can kill trees and other native vegetation and create unattractive, inaccessible surroundings. You can promote habitat for birds and pollinators by joining the community campaign to remove invasive plants!
Come with your sleeves rolled up. We will be identifying problem plants, demonstrating effective removal techniques, and working to clear an area around Wilkinson Gym in south Frankfort.
Kids activities and refreshments provided. Families welcome!
The City of Frankfort has opened applications for the Neighborhood Reinvestment Program. The revised program requires property owners to submit only one application at a time. Once a project has been completed, property owners are permitted to submit an additional application.
The Program is intended to help stimulate the rehabilitation of the physical structure of a few of Frankfort’s most established neighborhoods within the City. This program is available to property owners within the two original historic districts (South and Central), as well as Bellepoint/Buttimer Hill and the Holmes Street Area. Each district has a fund of $50,000 which will be disbursed on a first come, first served basis.
Reinvestment Program applications will be accepted on a rolling basis beginning October 5, 2018, and will continue until the funds for each district are exhausted. Awarded projects will have 12 months to complete their renovations.
Grants for the projects that fall under the Program will be made available to each selected project after full completion of the project has been verified. Rehabilitation must be located on the exterior of the building and meet the criteria listed in the application. If approved, the City will contribute up to 40% of the total project costs with a maximum City grant award of $8,000 for a qualifying project totaling $20,000 or more. A minimum total project cost of $5,000 is a requisite for all applicants.
Eligible improvements include restoration, repair, and stabilization of exterior; and reconstruction of missing elements or features. Typical projects include roofs, window repair, painting and masonry repair. A full list of eligible as well as ineligible costs and improvements as well as applications can be found on the City website at www.frankfort.ky.gov. Applications are also available at City Hall, 315 West Second Street.
